Forbes Lake was developed into a 72-hectare reservoir in 1912 and is operated by the New Glasgow Water Utility. The Town of New Glasgow owns the Water Utility which provides water throughout the Town. The New Glasgow Water Utility sells water to the Town of Westville, portions of the Municipality of the County of Pictou, and selected industries and residential customers in the Town of Trenton. In 2003, the area surrounding Forbes Lake was designated by the Province as the Forbes Lake Watershed Protected Water Area Regulations.

The Water Treatment Plant is a Dissolved Air Flotation Plant and was the largest of its kind in Eastern Canada at the time of construction in August 2000. The facility serves a population of about 15 000 people and has a daily average consumption of 8200 m3/day. The Water Treatment Plant has exceeded Canadian Drinking Water Guidelines for 9 consecutive years.
