THIS MOMENT, THIS POSITION

The Town of New Glasgow is seeking a qualified and motivated professional to fill the full-time position of Manager of Revenue. Reporting to the Director of Corporate Services, this position provides leadership and support in the coordination and delivery of property tax and water billing, miscellaneous revenue billing, and accounts receivable functions. The Manager of Revenue is responsible for analyzing financial information, monitoring organizational financial activities, preparing financial reports, and supporting the Town’s budgeting and audit processes. Additional duties of the Manager of Revenue include but are not limited to;

  • Provides direct management and supervision to select members of the Finance Department in accordance with established human resource policies and practices.
  • Ensures the accuracy of property tax, water billing, and related transactional data, and provides project oversight related to tax sales, water shutoffs, and municipal programs associated with property taxation and water services.
  • Supports the Director of Corporate Services in the preparation for the annual tax sale by maintaining accurate and consistent receivable balances, overseeing payment agreements, and managing outstanding tax receivables in accordance with the Municipal Government Act.
  • Implements and follows approved collection strategies to mitigate customer objections and promote timely accounts receivable payments.
  • Oversees the timely issuance of reminder notices for tax and water receivables.
  • Reviews all credit balances, refunds, and adjustments, and applies corrections to billing records as required.
  • Oversees the accurate posting and reconciliation of daily cash receipts, invoicing, and accounts receivable transactions.
  • Assists in the development and monitoring of departmental budgets and supports year-end external audits through the preparation of working papers and reconciliations.
  • Processes corrections as required to support the completion of monthly bank reconciliations.
  • Ensures receipts are properly processed for all payments received and reconciles customer payments to the General Ledger.
  • Reviews daily deposits, balances daily accounts receivable batches, and prepares and distributes reports and statistics to key personnel as required.
  • Provides monthly accounts receivable reconciliations to the Director of Corporate Services.
  • Investigates and resolves billing discrepancies and misapplied cash transactions.
  • Prepares for and assists with year-end close and the annual audit process.
  • Attends Council meetings and stakeholder meetings as required.
  • Performs other related duties and special projects as assigned.

THE IDEAL CANDIDATE

The ideal candidate will demonstrate strong leadership and people-management skills, with the ability to oversee complex revenue and accounts receivable functions in a public-sector environment. They will possess advanced analytical and financial reporting skills, with a high level of accuracy and attention to detail. The successful candidate will also have well-developed communication and customer-service skills, enabling them to work effectively with staff, Council, external stakeholders, and the public while applying legislation, policies, and collection strategies in a fair, consistent, and professional manner.

EDUCATION AND BACKGROUND

  • Bachelor’s degree in accounting or finance
  • CPA Designation is an asset
  • Strong understanding of public sector accounting standards, financial reporting and accounting principals.
  • Proficiency with Microsoft Dynamics GP (Great Plains) or comparable financial management systems
  • Strong understanding of budgeting, variance analysis, and year-end audit preparation
  • Experience preparing financial statements, working papers, and supporting external auditors
  • Advanced proficiency in Microsoft Excel, including data analysis and financial modeling
  • Knowledge of internal controls, risk management, and compliance requirements
  • Ability to interpret legislation, policies, and bylaws related to municipal finance
  • Strong analytical, organizational, and problem-solving skills
  • High level of accuracy, attention to detail, and commitment to confidentiality

Spare Operator-Fire Fighter

THIS MOMENT, THIS POSITION

The Spare Operator-Fire Fighter maintains the required Nova Scotia motor vehicle license Class Three with air brake endorsement necessary to operate all Fire Department equipment. The Operators Maintains Vehicles and equipment in clean condition and proper working order.  This involves loading heavy hoses and equipment on and off the fire trucks when responding to calls, routine maintenance, training exercises, etc.

Water Treatment Operator – Water Utility

THIS MOMENT, THIS POSITION

The Town of New Glasgow Water Utility is currently seeking a competent Operator in Water Treatment to join its team at the Water Treatment Plant at Forbes Lake with assistance to Environmental Services Department implementing larger maintenance programs. Working under the supervision of the Supervisor of Water Treatment & Supply, the applicant’s main responsibilities include but are not limited to:

  • Must be able to obtain a minimum Level (Class) I Water Treatment Plant Operator within 1 year of hire date and Level (Class) I Water Distribution Operator certification within 2 years of hire under the Nova Scotia Department of Environment Operator Certification Program.
  • Must be capable of operation and maintenance of the Water Treatment Plant, associated booster stations, and water storage facilities.
  • Must possess all necessary skills and qualifications to operate New Glasgow Water Treatment Plant including maintenance duties, lab work, documentation, etc.
  • Must possess strong mechanical and electrical aptitude and computer skills, as well as excellent troubleshooting skills. Must be willing to take on-going training to stay current in operating requirements of the Treatment Plant and Distribution System.
  • Must be able to maintain all records and documentation for Water Treatment and Water Distribution System.
  • Must participate in the development and the execution of a preventative maintenance program / element(s) adopted by the Division including but not limited to: WTP operations, reservoir, tower and booster station maintenance, hydrant flushing, leak detection, cross connection control program and valve maintenance program.
  • Follow all applicable Occupational Health & Safety policies & procedures, and those policies & procedures of the Town.
  • Other duties as assigned by the Supervisor of Water Treatment & Supply.

HOURS OF WORK

Hours of work are primarily Monday to Friday, 8:00 a.m. to 4:00 p.m. (40-hour work week) overtime is anticipated and expected to accommodate work and emergency requirements.

Overtime also includes scheduled OT, callouts, and a regular rotation in on-call duties minimum 1 week per month.

The Provincial Hours of Service Regulations are used to manage hours of work. Water and sewer

emergency work will be in accordance with provincial regulations. On-call work is required to provide 24- hour emergency service. The terms of employment will require the worker to be available for both overtime work and on-call work.

ON-CALL / STAND-BY

The CUPE Collective Agreement, Section 10.02, includes provisions for On-Call/Stand-by duties. On-Call duties are part of this job description and compensation is as per Collective Agreement. On-Call rotation shall be coordinated with Supervisor.

AFTER HOURS MONITORING AND PLANT CONTROL SCHEDULE

Operators, including the Chargehand, shall, on a rotating basis, be responsible for after-hours monitoring and plant control, by using technology supplied by the Town, for one (1) full 7-day week.

The Operators shall fill in, on as equal a basis as is reasonably possible, for the Employee designated to perform after-hours monitoring and plant control if designated Employee is not available to do so because of sickness, vacation, or other leave.

Employees responsible for afterhours monitoring and plant control shall remain within a proximity to the Water Treatment Plant that permits them to arrive at the Plant within about thirty (30) minutes of normal driving time of being notified of a requirement to do so. ‘Callouts’ to plant will be paid as provided in this Collective Agreement.

If the Town introduces new technology for after-hours monitoring and plant control, the Town will provide appropriate technical training if this is reasonably necessary.

THE IDEAL CANDIDATE

The ideal candidate should have a thorough knowledge of water treatment plants which is mandatory for this position. It is preferred that the candidate have knowledge and experience in water distribution systems. Department of Environment (NSE) Operator Certification will be required to work in the Water Treatment Plant and Environmental Services Department. Accepts ongoing training to remain current in position. Maintains a Register of Motor Vehicles (NS) vehicle license(s) to operate all trucks and equipment within the Department.

EDUCATION AND BACKGROUND

Minimum qualifications include:

  • Minimum five (5) years experience in a municipal operations environment for water treatment and water distribution.
  • Education or certification in Environmental Engineering Technology – Water Resources graduate, Instrumentation, Mechanical, Electrical, Plumbing, or Water Resource/ Water Quality Technology.

The Nova Scotia Utility and Review Board has scheduled a public hearing regarding the Town of New Glasgow Water Utility’s 2025 Rate Application. The hearing is set to begin on Monday, February 23, 2026, at 10:30 a.m. in Council Chambers, 111 Provost Street, New Glasgow, with an evening session at 6:00 p.m. if needed.

Members of the public may participate by speaking at the hearing or submitting written comments by February 3, 2026. Those wishing to request Intervenor status must do so by January 6, 2026.

Environmental Services Maintenance Worker – Water Utility

Position Title: Maintenance Worker – Environmental Services

Reports to: Supervisor – Environmental Services

Period: Full Time

Note: Probation period applies before being made permanent.

Classification: Maintenance Worker – Environmental Services (OIT Certification Min.) 

THIS MOMENT, THIS POSITION

The Maintenance Worker (Environmental Services Department) is primarily responsible for the maintenance, repair and installation of water and sewer distribution mains (storm and sanitary), service laterals, valves and valve boxes, manholes, catch basins, fire hydrants, and sewer lift stations. Additional Duties of the Maintenance Worker include but are not limited to:

  • Installation, repair, and maintenance of underground municipal infrastructure assets: water, sanitary sewer and storm sewer systems.
  • Responsible for competently operating heavy equipment related to the operation and maintenance of municipal infrastructure. Excavation experience is critical for this position.
  • Responsible for ensuring their duties are carried out in an effective, efficient, competent, and safe manner in relation to themselves and fellow employees.
  • Perform safe excavations to water and sewer-related work, using an excavator and/or backhoe.
  • Hydro-excavate for piped infrastructure, services, natural gas lines, etc.
  • Add gravel to utility cuts and other holes in the street to maintain a minimum level of street smoothness.
  • Prepare streets for capital paving by adjusting manholes, catch basins, and valve boxes.
  • Use of video inspection equipment to perform and plan for duties.
  • Perform hydro-excavation and sewer line flushing.
  • Operate sidewalk plows, backhoe, loader, and plow/salt trucks in snow clearing operations.
  • Operate excavator, backhoe & loader in day-to-day operations, and snow clearing.
  • Operate other equipment and perform labour duties in various pipe installations and all other maintenance and repair projects carried out by the Public Works Department.
  • Follow all applicable Occupational Health & Safety policies & procedures, and those policies & procedures of the Town.
  • Operate all light utility vehicles of the Public Works fleet for various purposes.
  • Perform traffic control duties as assigned.

ADITIONAL DUTIES & EXPECTATIONS

  • Operate competently all heavy equipment including 3-to-5-ton trucks, backhoes, loaders, in a safe and effective manner for cleaning, maintenance, installation, repair, construction surface drainage systems, water and sewer systems, parking lots and other municipal properties.

Perform labour duties associated with all municipal repair and maintenance projects carried out by the Environmental Services

  • Perform routine checks, minor servicing, cleaning, and basic maintenance of the equipment being operated, including checking fluid levels and grease as necessary
  • Inform the Mechanics of any required significant maintenance or safety problems of equipment being operated.
  • Assist in snow removal operations as required.
  • Read water meters.

  • Required to have or acquire a Nova Scotia Environment & Climate Change Level I Operator Certification for Wastewater Collection within two years of the date of hire and maintain this certification for the duration of employment through continuing education, CEU credits annually.

Preferred Qualifications:

  • Operator Certificate for Excavator with a minimum of five (5) years of competent operating experience for trenching.
  • Excavating and Trenching Training (valid and current).
  • Minimum five (5) years as heavy equipment operator including excavator, backhoe, wheel loader, and tandem truck with float.
  • Level II Operator Certification for Water Distribution
  • Level II Operator Certification for Wastewater Collection
  • Natural Gas Awareness Training
  • Clean Driver’s Abstract
