Provincial Extended Producer Responsibility regulations bring enhancements to recycling in Nova Scotia

On Monday, Dec. 1, 2025, provincial regulations for Extended Producer Responsibility (EPR) will come into effect across Nova Scotia. These regulations shift the operational and financial responsibility for recycling packaging and paper products to the companies that produce, import or sell them.
Municipalities of Pictou County and Pictou County Solid Waste have opted into the program and will continue to provide curbside recycling collection for residential properties. Residents will have the same contracted service provider, collection day and customer supports available through Pictou County Solid Waste.
Circular Materials, a national not-for-profit organization, is responsible for managing the collection and processing of materials under the new system. The administrator, Divert NS, oversees the program to ensure compliance with provincial regulations. Learn more about Divert NS and Circular Materials here.
These provincial regulations determine which materials are accepted for recycling. Starting on Monday, Dec. 1, 2025, residents will be able to recycle a consistent list of materials no matter where you live in Nova Scotia. Some items will be added to the curbside recycling program, while others will be removed.
New items accepted in blue bag curbside recycling include:
- Multi-layer paper containers, such as:
- paper cups (including disposable paper hot and cold beverage cups)
- paper bowls
- ice cream cartons
- cookie dough spiral cans
- frozen juice spiral cans
- potato chip spiral cans
- Plastic tubes, including:
- toothpaste
- deodorant
- hand cream containers
- Small item plastic packaging, such as:
- bottles/pumps
- candy/gum containers
- pails
- garden pots
- seedling trays
The following items will no longer be accepted in the curbside recycling program:
- books (which can be donated to community library boxes/thrift shops, or shared with others to be reused)
The following items will be accepted at participating depot drop-off locations:
- foam packaging (such as meat trays, takeout containers);
- flexible plastics (such as coffee or deli pouches, chip bags, bubble wrap, vacuum packaging, candy and snack wrappers and cereal liner bags); and
- non-hazardous aerosol cans (food spray, hairspray, air fresheners, shaving cream).
The depot drop-off is not mandatory. Residents are encouraged to bring their non-hazardous aerosol cans, flexible plastics and foam packaging to participating drop off locations for recycling. Pictou County Solid Waste is committed to reducing the amount of waste sent to landfill. We encourage residents to use the depot system as it continues to evolve. Updates will be shared with residents as they become available from Circular Materials.
Recycling routines for residents and businesses
Residents should continue sorting recyclables into blue bags and placing them at the curb on their regular collection day. For questions or service concerns, residents can contact Pictou County Solid Waste. Please be patient as we continue to update our app and sorting guide during the transition. Businesses may continue to deliver recyclables to the Pictou County Solid Waste Management Facility located at 220 Landfill Road, Mount William, subject to the appropriate tipping fee.

Sod Turning for New Glasgow Long-Term Care Home
New Glasgow, NS, November 17, 2025. The sod was turned today for the construction of the New Glasgow
Long-Term Care Home, marking a significant milestone for seniors’ care in the community. The new 144-resident room home will be located at 640 Little Harbour Road and will replace the aging Glen Haven Manor with a modern, resident-centered home designed to meet the evolving needs of Nova Scotia’s seniors.
Premier Tim Houston, Mayor Nancy Dicks, Glen Haven Manor Board Chair Jocelyn Dorrington, and Marcus Stephenson, CEO of High-Crest Enterprises, joined MLA Danny MacGillivray, Glen Haven staff and residents, town employees, and community members to celebrate this important occasion.
A joint venture between the Province of Nova Scotia and the Town of New Glasgow, the project represents years of planning, collaboration, and shared commitment to ensuring seniors can access high-quality, compassionate care close to home. Construction of the New Glasgow Long-Term Care Home is expected to begin early winter 2025, with completion anticipated in late 2028.
Designed to foster comfort, dignity, and connection, the new home will feature smaller, self-contained households, each with its own dining, living, and activity spaces, along with private rooms and washrooms for every resident. Additional amenities will include community gathering areas, a hair salon, a wellness and rehabilitation space, and secure outdoor courtyards that encourage recreation and engagement.
The new Long-Term care home will be owned by the Town of New Glasgow, following a transition in ownership from the current structure of four municipal owners in the municipal home corporation of Glen Haven Manor Corporation. The Towns of Stellarton, Trenton, and Westville made the decision to conclude their stewardship of the provincial funding for seniors’ care and their ownership role in 2022 when the replacement of Glen Haven was announced by the Province of Nova Scotia. The transition will be completed in collaboration with the current municipal owners and reflective of a shared commitment to ensuring continuity of high-quality care and a smooth path forward for residents and staff of Glen Haven Manor.
The project is being managed by High-Crest Enterprises, an experienced and trusted long-term care provider that will oversee construction and manage operations once the new home opens.
Once complete, the New Glasgow Long-Term Care Home will stand as a cornerstone of compassionate, community-based care for seniors in our region.

After years of planning, collaboration, and dedication, the vision for a new long-term care home in New Glasgow is becoming a reality. The official groundbreaking ceremony for the 144-bed long-term care home will take place in the very near future and the new site will be on Little Harbour Road in New Glasgow, marking the start of construction on a modern, resident-centered home that will replace the aging Glen Haven Manor.
Designed to meet the evolving needs of Nova Scotia’s seniors, the new long-term care home will provide a warm, welcoming environment where residents can thrive, share meaningful moments, and remain connected to their community. The home’s design focuses on comfort, safety, and quality of life, featuring smaller, self-contained households; each with its own dining, living, and activity spaces. Every resident will enjoy a private room and washroom, supporting both dignity and enhanced infection prevention and control. Additional features include a spacious community gathering room, hair salon, rehabilitation and wellness space, and secure outdoor areas that promote recreation and engagement.
The project represents the collective efforts of many dedicated individuals, the Town of New Glasgow, High-Crest Enterprises, the amazing staff at Glen Haven Manor, and Nova Scotia Department of Seniors and Long-Term Care. The Building Committee for the replacement of Glen Haven Manor and the Town of New Glasgow have demonstrated unwavering commitment to ensuring our seniors have access to high-quality care close to home. High-Crest Enterprises, an experienced long-term care provider, will oversee construction and manage ongoing operations once the home is complete. High-Crest Enterprises is the current operator of Glen Haven Manor.
Collaboration has been central to the project’s success, with architects, engineers, designers, builders, staff, and consultants working closely alongside the Department of Seniors and Long-Term Care’s infrastructure team to bring this vision to life and ensure it meets modern design and care standards.

“What We Heard” Report- Community Safety Forum

The Town of New Glasgow hosted a Community Safety Forum on Wednesday, October 1, 2025, to provide residents, business owners, and service providers the opportunity to share their concerns and experiences in an open and respectful dialogue regarding homelessness, addiction, mental health, public safety and community well-being.
The forum was convened as part of an ongoing effort to better understand the impacts of homelessness, addiction, and social disorder within the community and to explore collaborative approaches that balance compassion, safety, and accountability.
The discussion was facilitated by Tim Brodie and over 250 people were in attendance for the Community Safety Forum held at Glasgow Square. Pre-registered speakers were provided a defined allocation of time to provide their community input and experiences. The registered speakers were followed by a panel discussion which included Mayor Nancy Dicks, New Glasgow Regional Police Chief Ryan Leil, Viola’s Place Executive Director Lisa Deyoung, and Nova Scotia Mental Health and Addictions representatives Monika Thompson and Janah Fair.
